Exemptions are set by formal order of the Board of Supervisors. The exemptions currently under consideration are limited to two categories: unoccupied properties that generate no garbage, and commercial or multifamily properties that have their own private collection contracts with a permitted disposal facility. No income-based exemption is currently proposed. State law requires the fees, taken together with other system revenues, to cover the actual cost of operating the system.
